Achieving Fiji’s National Development Plan: The Benefits of an Integrated National Financing Framework (INFF) INFF Training Workshop

BACKGROUND

The United Nations Department of Economic and Social Affairs (UNDESA) launched the Financing for Small Island Developing States (FINS) initiative to enhance the capacity of Small Island Developing States (SIDS) in mobilizing financing aligned with national priorities and the Sustainable Development Goals (SDGs). The initiative supports countries through Integrated National Financing Frameworks (INFFs), helping them plan, attract investment, manage risks, and achieve development goals using domestic and international financial resources. 
In Fiji, the government developed a National Development Plan (NDP) 2024-2029 and Vision 2050, setting a 5-year and 25-year vision for national growth. The NDP was created through a broad, inclusive process involving national consultations, representing the aspirations and concerns of Fijians. 
The NDP focuses on three pillars: 
    1. Economic Resilience 
    2. Empowerment of People 
    3. Good Governance 
These pillars aim to diversify the economy, reduce poverty, and strengthen institutions, aligning with global commitments like the SDGs and the 2050 Strategy for the Blue Pacific Continent. 
To ensure effective implementation, a comprehensive Implementation, Monitoring, and Evaluation (IME) mechanism will be established. It will ensure transparent and accountable execution, facilitate progress assessment, and track Fiji’s adherence to global and regional commitments. 

WORKSHOP OBJECTIVES 

The workshop aims to equip officials from the Ministry of Finance, Strategic Planning, and National Planning & Development with the knowledge to leverage INFFs in achieving Fiji’s NDP goals. Specific objectives include: 
    • Understanding the four key INFF building blocks: assessment and diagnostics, financing strategy, monitoring and evaluation, and governance. 
    • Applying INFF tools in their daily work. 
    • Developing an action plan for INFF application to meet NDP objectives. 
TARGET PARTICIPANTS 
The workshop targets officials involved in planning, budgeting, and public finance policy. Participants are encouraged to complete an introductory INFF e-learning course prior to the workshop. 
This workshop will enable Fiji’s government to align financial planning with national and international development goals, ensuring sustainable progress.
