Structure of the Negotiations

  • Negotiations are conducted by an intergovernmental negotiating committee engaging all Member States and supported by a Bureau consisting of a Chair, 18 Vice-Chairs, and a Rapporteur.
    • Bureau as elected during the organizational session: 3 Feburary 2025
    • In advance of the first and second sessions, some Bureau members resigned in favour of other candidates from their region, in line with rotation arrangements within and between the Group of Latin America and Caribbean Countries (GRULAC).
    • During the first and second sessions, the Committee held by-elections to fill the vacancies for the remaining term, newly electing 2 Vice-Chairs: 4 and 11 August 2025
  • At least three substantive sessions per year in New York and other UN locations including Nairobi with a view to submitting final texts in the first quarter of the General Assembly’s 82nd Session.
  • Each session will last up to 10 working days.
  • Informal intersessional consultations may be organized as needed.
