Status:FSDO conducted its first joint assessment mission with UNOPS to assist the Ministry of Finance of the Government of Zanzibar in drafting a road map for compiling an IPSAS compliant government-wide fixed asset registry to assist in their migration from cash-based to accrual-based accounting. The assessment team applied a modified version of the UN diagnostic tool on infrastructure asset management to a sample of 26 public sector entities in Unguja and Pemba and Islands to identify gaps in current collection practices of financial, legal and technical data for key asset classes as required by law. The team also advised the entities on how to set up institutional assets management structure (such as establishment of Assets Management Unit) in compliance with the Treasury Registrar Act and Regulations, as well as pave the way for better integration of their data into a new cross-platform mobile app with GIS features and inventory tracking. As a next step, the FSDO team will share its finding with the Office of the Registrar/Ministry Finance to help shape a realistic and actionable road map for building a national asset registry, as well as to agree on focus areas of customized capacity building workshop for key public sector entities in July Icon_ProjectSupport

 

 

Sensitization phase:

At the outset, UN DESA / FSDO designs and implements customized online workshops for a mix of central and local government officials in each beneficiary country to sensitize them on the basic tenets of asset management. Workshop participants are introduced to the UN Handbook on Infrastructure Asset Management (available here), and are encouraged to reflect on how the UN toolkit on IAM could be best applied in local contexts.

On 5-7 December, FSDO/ UN DESA, in collaboration with UNCDF and UNOPS, implemented a workshop training on designing an enabling policy environment for infrastructure asset management in Zanzibar, Tanzania. The workshop included highly interactive and peer-learning exercises in which participants identified opportunities and concrete actions for enhancing the resilience, sustainability, and inclusiveness of their infrastructure asset management practices, including through building compatible asset management information systems. The 21 officials from central ministries, departments, and public agencies from Zanzibar participating in the training practices also provided inputs to key policy updates to Zanzibar’s Asset Management Policy to ensure its compliance with relevant global and national asset management’s standards and policy objectives. Next steps of the IAM programme in Zanzibar include UN expert technical assistance to conduct IAM gap assessments, on-site training on Asset Management Action Plans (AMAPs), and further support to building a comprehensive national asset management information system.

On-site workshop:

Taking into account the asset management profiles and the selection of priority areas, UN DESA supports the design and implementation of Asset Management Action Plans (AMAPs) in local governments. These action plans have a strong focus on data, crisis resilience, and preparedness for health emergencies. AMAPs are fundamental for addressing gaps identified during the diagnostic assessments with concrete actions.

 

Project Support:

UN DESA / FSDO also provides Technical Assistance (TA) to all participating local and national governments in beneficiary countries to review the implementation of the multi-year, risk-informed and evidence-based AMAPs. Activities during this phase of the project will help to identify policy constraints, and will also result in the definition of concrete strategies to overcome them.
