In resolution 78/231 of 22 December 2023 the General Assembly has decided:

“to convene, in 2025, a fourth international conference on financing for development to, inter alia, assess the progress made in the implementation of the Monterrey Consensus, the Doha Declaration and the Addis Ababa Action Agenda, identifying obstacles and constraints encountered in the achievement of the goals and objectives agreed therein, as well as actions and initiatives to overcome these constraints, and to address new and emerging issues, including in the context of the urgent need to accelerate the implementation of the 2030 Agenda and the achievement of the Sustainable Development Goals and to support reform of the international financial architecture.”

Intergovernmental Preparatory Committee

 

General Assembly resolution 78/231 also decides to establish an intergovernmental Preparatory Committee to make the organizational, procedural and substantive preparations for the Conference, with a Bureau consisting of three members from each regional group.

The Committee held its one-day organizational session on 23 February 2024 at UN headquarters in New York.

At the session, the Preparatory Committee elected H.E Mr. Zéphyrin Maniratanga, Permanent Representative of Burundi to the UN and H.E. Ms. Ana Paula Zacarias, Permanent Representative of Portugal to the UN, as the Co-Chairs of the Committee.

The Vice-Chairs of the Preparatory Committee elected from each regional group were:

  • African States: South Africa and Zambia.
  • Asia-Pacific States: Islamic Republic of Iran, Nepal and Pakistan. China will also serve as a Vice-Chair on a rotational basis with the other elected Asia-Pacific States.  
  • Eastern European States: Poland and the Russian Federation.
  • Latin American and Caribbean States: Brazil, Colombia and Mexico.
  • Western European and other States: Canada and Norway.

The Committee also adopted the annotated provisional agenda of its work and a draft decision on further modalities of the Conference during the organizational session. The report of the organizational session is forthcoming.

Subsequent sessions of the Preparatory Committee will be held as follows:

  • First session: Addis Ababa from 22 to 26 July 2024
  • Second session: New York in December 2024
  • Third session: Mexico City in February 2025

A one-day intersessional multi-stakeholder hearing will be convened in New York in October 2024 as part of the preparatory process for the Conference.

 

Trust Fund for the Follow-up to the International Conference on Financing for Development

 

Resolution 78/231 reiterates its appeal to Member States and other potential donors to consider contributing generously to the Trust Fund for the Follow-up to the International Conference on Financing for Development, which would facilitate the implementation of a strengthened and more effective inclusive, intergovernmental process for carrying out the financing for development follow-up.
