可持续发展目标（SDGs）未能按计划推进。几十年来在消除贫困和饥饿方面的进展停滞，甚至在某些情况下出现倒退。许多发展中国家深陷债务困境，融资挑战阻碍了对可持续发展目标的急需投资。
但在这些挑战之中，也存在机遇。第四届国际发展融资会议（FFD4）提供了一个独特的机会，以改革各级融资，包括支持国际金融架构的改革。
国际发展融资会议是唯一一个所有政府领导人、国际和区域组织、金融和贸易机构、企业、民间社会和联合国系统在最高层次上汇聚的场所，促进更强的国际合作。
