Status: The UN IAM, together with the Kenya School of Government (KSG), is organizing an in-person Training of Trainers and peer-to-peer workshop on Infrastructure Asset Management (IAM) in Naivasha, Kenya, on 24-27 June 2024. The main objective of the workshop is to increase capacities among KSG instructors to train local government officials in Kenya in the application of the UN IAM Toolkit and lessons learned from the implementation of the programme in the country. Icon_ProjectSupport

 

 

Sensitization phase:

At the outset, UN DESA / FSDO designs and implements customized online workshops for a mix of central and local government officials in each beneficiary country to sensitize them on the basic tenets of asset management. Workshop participants are introduced to the UN Handbook on Infrastructure Asset Management (available here), and are encouraged to reflect on how the UN toolkit on IAM could be best applied in local contexts.

 

 

Diagnostic assessments:

During this phase we identify local and national governments to customize the UN Diagnostic Tool in line with beneficiary country priorities at local and national levels. As a result, asset management profiles (AMPs) are developed in conjunction with the representatives from local and national governments to identify areas of future intervention. On-site workshop:

Taking into account the asset management profiles and the selection of priority areas, UN DESA supports the design and implementation of Asset Management Action Plans (AMAPs) in local governments. These action plans have a strong focus on data, crisis resilience, and preparedness for health emergencies. AMAPs are fundamental for addressing gaps identified during the diagnostic assessments with concrete actions.

Project Support:

UN DESA / FSDO, together with UNCDF and UNOPS, provided Technical Assistance (TA) to all participating local and national governments to review the implementation of the multi-year, risk-informed and evidence-based AMAPs. Activities during this phase of the project identified bottlenecks, challenges, opportunities, policy constraints, as well as concrete strategies to overcome these. As a result, to date, 8 counties have endorsed their AMAPs to strengthen the implementation of the priority actions identified to close their asset management gaps.

A key highlight of the impact of the IAM project in Kenya is the inclusion of the priority actions identified in the AMAPs in their counties’ Integrated Development Plans (CIDP) 2023-2027. These official commitments show counties’ commitment to institutionalize asset management principles in the long term. A key example of the adoption and inclusion of the UN IAM toolkits in CIDPs is the case of Bungoma, in which the materials from the UN IAM Handbook are being used to define the asset management policy and framework, as shown below.
