Cross-cutting issues

Delivering social protection and essential public services

The Addis Ababa Action Agenda presents a new social compact. This compact contains two components: a commitment to deliver social protection systems and measures for all, including floors; and a package of essential social services. While social protection generally refers to cash transfers and social insurance, such as adequate pensions for older persons, essential public services include the provision of basic social services, such as health and education.

Ending hunger and malnutrition

In the Addis Ababa Action Agenda, Governments committed to prioritize the fight against hunger and malnutrition and to adequately support sustainable agriculture. These commitments are largely consistent with the SDGs (SDG 2 to end hunger, achieve food security, improve nutrition and promote sustainable agriculture; SDG target 12.3 on halving food losses and waste). The Addis Agenda includes several additional aspects.

Closing the infrastructure gap

The Addis Ababa Action Agenda delineates impediments to investment in infrastructure on both the supply and demand side. It emphasizes that in many countries, insufficient investment is due in part to inadequate infrastructure plans and an insufficient number of well-prepared investable projects, which underscores the need for government policies along with capacity development. Promoting inclusive and sustainable industrialization

The Addis Ababa Action Agenda commits to promoting inclusive and sustainable industrialization for developing countries as a critical source of growth, economic diversification and value addition. These commitments are related to SDG 9. While the indicators for the SDG focus on monitoring by outcome, that is, by assessing progress in industrialization and diversification, the Task Force will also look to assess inputs, such as investment flows and policies to promote industrial development.

Gender equality and women's empowerment

In the Addis Ababa Action Agenda, Member States have committed to promoting and ensuring gender equality. Addis’ strong focus on gender is anchored in its first paragraph, which commits to ensure gender equality and women’s and girls’ empowerment, and is reflected in gender-specific commitments and actions throughout the seven Action Areas of the Addis Agenda.

In particular, the Addis Agenda:
