Vienna, Austria

The United Nations and the Organisation for Economic Co-operation and Development (OECD) will deliver the Fifth UN-OECD Joint Practical Workshop on Negotiation of Tax Treaties in Vienna, Austria, from 25 to 29 July 2022.

This 5-day event will bring together government officials from developing countries in Africa, Asia, Eastern Europe, and Latin America and the Caribbean.

The workshop will provide participants with first-hand experience in negotiating bilateral tax treaties. The learning objectives focus on challenges commonly encountered in interpreting and applying tax treaties.

Participants will engage in simulated negotiations of all the provisions of a tax treaty between two fictitious countries, based on the 2021 United Nations Model Double Taxation Convention between Developed and Developing Countries and the OECD Model Tax Convention on Income and on Capital: Condensed Version 2017.

The workshop will draw on the experience of representatives from developing countries responsible for negotiating, interpreting, and administering bilateral tax treaties for their countries. Renowned experts in tax treaty negotiation will facilitate the workshop and guide the participants through the negotiations.

The workshop is a joint initiative of the Financing for Sustainable Development Office (FSDO) of the United Nations Department of Economic and Social Affairs and the OECD Centre for Tax Policy and Administration.

Financial support is provided by the UN multi-donor project on strengthening support to the work of the UN Tax Committee, its Subcommittees and related capacity development activities of UNDESA, with generous contributions from Norad, the European Union and the Government of India.
