UN Virtual Workshop on the Handbook on Carbon Taxation

Organized by the Financing for Sustainable Development Office of the United Nations Department of Economic and Social Affairs (FSDO/UNDESA) and supported by the Norwegian Agency for Development Cooperation (Norad)

The UN Workshop on the Handbook on Carbon Taxation is a two-day capacity development event, addressing policy, design and administrative aspects of carbon taxation. It brings together over 120 participants from the National Tax Administrations, Ministries of Finance and Ministries of Environment from over 32 developing countries, including several Small Island Developing States. 

The workshop will provide practical training for developing countries considering introduction of a carbon tax or other carbon pricing instruments, with an environmental protection framework in place, or that might consider carbon pricing in future. It focuses on the practicalities in designing and administering carbon taxation that is consistent with the goals of the Paris Agreement, and that helps achieve the Sustainable Development Goals. 

The workshop draws on the new Handbook being produced by the UN Tax Committee, through its Subcommittee on environmental taxation issues. It covers parts of the Handbook approved so far by the Committee, namely Chapters 2, 3 and 4. Future events will cover additional chapters.

Top-tier experts in carbon taxation, including members of the Subcommittee and UN agencies, will facilitate the event, which is also enriched by the participation of international organizations, regional tax organizations and development cooperation agencies.
