United Nations Development Account (DA) and Regular Programme for Techincal Cooperation (RPTC)
Through its RPTC 2020 project “Strengthening the capacity of central and local governments in developing countries to use their infrastructure assets effectively in responding to the COVID-19 pandemic and its economic, financial and social impacts”, FSDO and UNCDF jointly embarked on a three-pronged strategy to ensure global dissemination and wide access to the Handbook and its toolkits. First, UN DESA implemented an outreach strategy that highlights the key findings and toolkits in intergovernmental fora on FFD and through FSDO’s and DESA’s global communication tools and social media outlets. Second, UN DESA and UNCDF convened a series of regional interactive Online Solutions Dialogues (OSD), with a strong focus on asset management basics, data and crisis resilience, that have trained over 2,400 local and central government officials from developing countries in their ongoing response to the pandemic and its economic and social ramifications. Lastly, FSDO launched in 2021 a comprehensive Massive Open Online Course (MOOC) in collaboration with UNITAR and Columbia University that covers the entire Handbook.
United Nations Peace and Development Fund (UN PDF)
The successful implementation of phase 1 of the UN Peace and Development Fund (UN PDF) funded “UN capacity development initiative on enhancing the resilience, accessibility, and sustainability of infrastructure assets in developing countries initiative in support of the 2030 Agenda”. The project, implemented by UN DESA, in collaboration with UNCDF and UNOPS, addresses the lack of a sustained and systematic strategies, policies and actions at the national and local government levels to ensure that infrastructure assets support inclusive, affordable and sustainable essential public services over their entire lifespan. By end of 2024, phase 1 of the project will have trained over 980 local and central government officials in beneficiary countries in designing, implementing, monitoring, and reviewing forward-looking, risk- informed, and data-driven infrastructure asset management strategies, policies, and action plans in support of essential public services that leave no one behind.
