The Report of the Secretary-General on Trends and progress in international development cooperation (E/2023/48) has been published in advance of the 2023 Development Cooperation Forum (DCF), to be held on 14-15 March in New York.  The Report analyzes the state of play and challenges for the most vulnerable countries, communities and people. It also highlights key sectors where development cooperation can help to address diverse, interlinked vulnerabilities and
build resilience. The Report includes policy recommendations for the Forum and other 2023 milestones in the implementation and review of the 2030 Agenda for Sustainable Development and financing for development follow-up process

The 2023 DCF will foster better understanding and concrete opportunities to:

•    identify and assess growing, multi-faceted vulnerabilities amidst the evolving risk landscape;
•    strengthen development cooperation in priority areas targeting multi-dimensional vulnerabilities, such as climate change adaptation, digital transformation and universal social protection;
•    empower local governments and communities at the forefront of multiple crises to play a bigger role in development cooperation; and
•    strategize on how development cooperation gains can be sustained in the long-term.
